For the final assignment in the Overfishing unit, your group will need to develop a policy brief where you are making recommendations on how countries should design their rules to prevent overfishing. Instructions are provided below.
The purpose of a policy brief is to make recommendations to policymakers (whether local, state, national, or international) on what they should do for a given problem. For this assignment, you will again be working in a group.
Policy Briefs come in a variety of lengths and formats, but many have a similar logic and organization. Unlike an editorial, Policy Briefs have more specific structure and rely on shorter, easier-to-read presentations of information, such as using bullet points.
For this particular policy brief, each group will be addressing the same main question: How should your fishery design rules to prevent overfishing? My group’s fish is the North Atlantic Cod
We’ve looked primarily at the issue of catch shares, of which individual tradeable quotas are one type. Your job is to reflect on the challenges that lead to overfishing, such as social dilemmas, and make a recommendation for a policy (i.e., a set of rules) that lead to sustainable fishing.
Background (300-400 words)
What are the most important historical, political, social, economic, or biological details that an unfamiliar person would need to understand the challenges of overfishing?
How does the issue matter to society? Who is affected, how, when, and where?
How long has overfishing been a problem, what has been attempted in the past to try and deal with it, and have those attempts succeeded or failed and for what reasons?
Make sure to explain any key terms that are important to the topic but may not be well understood by a general audience
